We have an excellent opportunity for a Housing Income Manager to join our Housing Service team here at Wokingham Borough Council, on a full-time, permanent basis.

Are you an experienced housing income professional ready to lead a high-performing team and make a real difference to residents and communities?

We are seeking an ambitious and motivated Housing Income Manager to lead our Housing Income Team, ensuring the effective collection and protection of approximately £23 million of rental income while delivering a customer-focused approach to arrears prevention, tenancy sustainment and income maximisation.

This is a fantastic opportunity to play a pivotal role within our Housing Service, leading a team of Rent Officers and Tenancy Sustainment Officers, driving performance, improving outcomes for residents and supporting the Council's commitment to delivering excellent housing services.

As Housing Income Manager, you will play a key role in shaping and delivering our income collection strategy, ensuring residents receive the right support while protecting vital income streams that enable us to provide quality housing services. You will work collaboratively across the organisation, supporting innovation, service improvement and compliance with an evolving regulatory environment.

Key Responsibilities

• Lead and develop a team responsible for rent collection, arrears recovery and tenancy sustainment.
• Develop and implement strategies to maximise rental income and minimise arrears.
• Oversee complex arrears cases and legal action where appropriate.
• Ensure compliance with housing legislation, welfare reform requirements and regulatory standards.
• Produce performance information and reports to support decision making and service improvement.
• Work closely with housing management, finance and support services to deliver positive outcomes for tenants.
• Support digital transformation, process improvement and service innovation across income services.
• Monitor team performance and ensure service objectives and targets are achieved.
• Contribute to the strategic development of housing income services across the Council.

Candidate Requirements

• Significant experience of income management, rent collection or arrears recovery within social housing.
• Strong understanding of housing law, welfare reform and regulatory requirements.
• Proven leadership and people management skills.
• Excellent communication, analytical and problem-solving abilities.
• Experience of performance management and continuous service improvement.
• Commitment to delivering excellent customer service whilst balancing support and enforcement responsibilities.
• Ability to build effective working relationships with internal and external stakeholders.
