We have an excellent opportunity for a Business Analyst to join Wokingham Borough Council on a 12 Month Full-Time Fixed-Term Contract.
As Business Analyst, you will take responsibility for leading service process re-design workshops, focusing on efficiencies, improvements, digitalisation, and automation whilst considering the customer journey. You will design easy, equitable and accessible services for customers, identifying opportunities to make recommendations and deliver efficiencies across the transformation portfolio by analysing current service performance.
Working collaboratively with colleagues, senior stakeholders, Subject Matter Experts and external partners, you will facilitate effective workshops that apply the organisation's design principles and deliver desired outcomes. You will liaise with internal and external stakeholders to ensure appropriate requirements are gathered and understood and collect and create supporting materials for each business process including workflow diagrams, case studies and user stories.
You will also be responsible for reviewing services such as websites, applications, process volumes and customer contact data, researching and applying data and insight to find efficiencies and make recommendations for implementation. Supporting the Change and Re-Design Lead, you will find and deliver efficiency savings across the organisation through process redesign and innovation.

Key Responsibilities
- Lead process redesign initiatives to streamline operations and deliver measurable productivity gains, with a focus on automation and AI.
- Champion a digital-first approach to service improvement, identifying opportunities to leverage technology for better outcomes.
- Facilitate workshops with stakeholders and Subject Matter Experts (SMEs), building consensus and driving change.
- Use data and insight to identify and deliver efficiencies, creating scoping documents and analysing service performance.
- Support the Council’s design principles: prevention and reduction of demand, customer/community enabling, improved access to services, and earliest possible resolution of enquiries.
- Collaborate with Finance and Change leads to deliver savings and innovation through process redesign.
- Produce clear documentation for redesigned processes, including workflow diagrams, case studies, and user stories.
Candidate Requirements
- Passionate about technology and its potential to transform business processes.
- Proven ability to lead and influence stakeholders at all levels, driving engagement and adoption.
- Experience in process mapping, redesign, and change management, ideally within local government or a similar environment.
- Skilled in analysing data and translating insights into actionable recommendations.
- Able to produce business requirement documentation, including workflow diagrams and user stories.
- Knowledge of transformational government and efficiency agendas.
- Experience supporting staff through cultural change and new ways of working.
